Meet Marc Harman

Marc Harman is a Republican and lifelong West Virginian with a strong family heritage and longstanding commitment to public service. He is the son of Dr. and Mrs. Roy S. Harman, and the grandson of Eston Harman and Edith Hyre Harman. The Hyres settled in the Petersburg area in the mid 1700’s and the Harmans in Germany Valley several years later. He is a graduate of Petersburg High School and WV Wesleyan College with a B.S. in Business Administration and a minor in Speech and Drama. Marc and Diane have been married 29 years and are the parents of five children and ten grandchildren.

About the District:

Marc is running for the 14th Senatorial District is comprised of Grant, Hardy, Mineral, Tucker, Tucker, and Preston counties entirely, along with a portion of Taylor county.

Marc’s Professional Background:

After graduation, he co-managed the family retail business in Petersburg for several years. He was elected County and Circuit Clerk in 1973 and served in that capacity from 1974-1980. At that time he was the youngest elected county official in the country. He was also active in economic development activities and led efforts to locate Joan Curtis manufacturing, Advantage Foods and the retention of the local power company maintenance facility.

Marc’s Political Experience and Legislative Achievements:

He was elected to five consecutive terms in the WV House of Delegates. During his tenure in the House, he co-sponsored the Warehouse Freeport Amendment to the WV Constitution which was ultimately adopted by the voters and became an important economic development tool.

He was also the lead sponsor on the Resolution to impeach the WV State Treasurer after catastrophic losses of over $300 million in the state’s investment fund. The House ultimately passed Articles of Impeachment and the Treasurer resigned prior to trial by the Senate. This action resulted in WV state investment laws and rules being strengthened to provide additional protection for the investment accounts.

Grant County and Petersburg were devastated by catastrophic flooding in 1985. Marc Harman was instrumental in clean-up and recovery efforts. He sponsored and passed legislation which allowed missing victims to be declared deceased to expedite insurance and estate settlements. He was a leader in agriculture issues and especially in the poultry industry. Both are key economic players in his home region.

After his legislative career, he continued his support of agriculture by lobbying for farmers and poultry for many years. Marc was a strong advocate for rural hospitals and actively participated in physician recruitment efforts. He also represented the Directors of Senior and Community Services for many years. The County Aging Programs saw major increases in funding for seniors, in home care and increases in Medicaid funding. He continued to represent seniors until his retirement. He also was the first lobbyist hired by the state’s newspapers through the WV Press Association. He worked extensively on the Open Meetings Act in that capacity.

Marc brings years of legislative experience to the 14th Senatorial District and will use that experience to help make a stronger, healthier, better connected West Virginia.
